The meeting also took place amid China’s recent implementation of its new Ethnic Unity Law in Tibet. Against this backdrop, we interviewed Tenzin Pema, Additional Secretary, CTA Department of Education, to discuss the significance of the meeting and Basic Education Policy for Tibetans in exile.
