Dharamshala: As part of the Public Service Commission (PSC)’s Implementation Readiness Training Program (IRTP), Deputy Speaker Khenpo Sonam Tenphel of the Tibetan Parliament-in-Exile on 1 September 2026 addressed a new batch of CTA civil servant recruits on the Charter of the Tibetans in Exile.
The session provided participants with an overview of the key articles and provisions of the Charter, with a particular focus on strengthening their understanding of the constitutional and legal framework governing the functioning of the Central Tibetan Administration (CTA). It also highlighted the respective roles, responsibilities and institutional relationships within the CTA’s system of governance.
