DHARAMSHALA, Aug. 24: The Washington-based advocacy group International Campaign for Tibet (ICT), in its 2026 Tibet Leadership Report, warns that political governance in Tibetan areas is moving further away from meaningful Tibetan participation, autonomy, and representative decision-making; instead, it is institutionalizing a system in which Party loyalty, national security, and assimilation take precedence over Tibetan representation, language, culture, and autonomous decision-making.
