DHARAMSHALA, July 31: A document circulating widely on social media, purportedly a confidential Chinese government directive ordering the surveillance of prominent Tibetans living overseas under China’s newly enacted so-called Law on Promoting Ethnic Unity and Progress, is exhibiting numerous indicators that call its authenticity into serious question.
